PERSONNEL COMMITTEE
MEETING MINUTES
January 30th, 2012
A regular meeting of the Chippewa County Board of Commissioners Personnel Committee was held on January 30th, 2012 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan. Chairman Moore called the meeting to order at 10:00 a.m. with a quorum present.

OTHERS PRESENT: Jim German, County Administrator, Don McLean, Margie Hank, Sharon Kennedy, and Sheriff Savoie

Informational Items
1. Proposed Sheriff Contract with WMH Administrator German and Sheriff Savoie noted that the County had been in talks with WMH about providing security services at WMH. It would be on a contractual basis and would be of no cost to the County.
2. Teamsters and AFSME update Administrator German gave an update on union negotiations. More information would be available in the coming weeks.

Policy Review
Policy number #116 was reviewed. A number of changes were suggested.
It was moved by Commissioner Postula, supported by Commissioner Knoll, to adopt the updates to policy #116. On a voice vote, the motion CARRIED.
Clerk and Treasurer Staff Vacancies
Administrator German noted that vacancies due to promotion were in the Clerks and Treasures office. More information on the new hires would be available by the Board meeting. No action was taken.
County Health Care
Administrator German presented a new health care proposal for the County to consider for non union employees. This proposal is being negotiated in all the union contracts as well. The proposal is the BC/BS Community Blue option 1 (CB4) and will provide substantial savings to the County.
It was moved by Commissioner Knoll, supported by Commissioner Postula, to accept the Community Blue option 1 (CB4), exclude retirees, and send it to the full Board for approval. On a voice vote, the motion CARRIED. Commissioner Moore voted NO.
Senior Dispatcher Contract
Administrator German explained the new Senior Dispatcher contract. It calls for wage decreases and that employees would go under the new County Health Care program.
It was moved by Commissioner Postula, supported by Commissioner Moore, to accept the new Senior Dispatcher proposal and move it to the Full Board. On a voice vote, the motion CARRIED. Commissioner Knoll voted NO.
Administrator Evaluation
Chairman Moore noted that he had received only two responses for the Administrator evaluation and suggested the process be moved till July and finished by December.
It was moved by Commissioner Postula, supported by Commissioner Knoll, to move the Administrator evaluation to July. On a roll call vote, the motion CARRIED.

It was moved by Commissioner Knoll, seconded by Commissioner Postula, to adjourn the meeting. On a voice vote, the motion was CARRIED.
Chairperson Moore declared the meeting adjourned at 11:30 p.m.
