BUILDING, GROUNDS AND JAIL COMMITTEE
MEETING MINUTES
November 19, 2001
A regular meeting of the Chippewa County Board of Commissioners' Building, Grounds and Jail Committee
was held on Monday, November 19, 2001 at the Chippewa County Courthouse in Sault Ste. Marie,
Michigan. The meeting was called to order by Chairman Kay at 5:00 p.m. with a quorum present.
MEMBERS PRESENT: Earl Kay, Chairman, Don Cooper, Rita Dale
MEMBERS ABSENT: None
OTHERS PRESENT: Tim Dolehanty, County Controller
Additions / Deletions to the Agenda
Chairperson Kay called for additions or deletions to the agenda. Hearing none, the agenda was declared
approved as amended.
Agenda Items: Facilities Strategy
Chairman Kay asked the controller to review the results of his review of County facilities and subsequent
recommendations. Controller Dolehanty presented the committee with spreadsheets showing current and
optimum office space allotments. Offices now occupied by several departments in the Courthouse and annex
were evaluated. He explained the optimum square footage figures were derived from figures developed by
the American Institute of Architects. He also cautioned that the figures represented preferred averages and
the unique needs of individual departments should not be overlooked.
The Committee reviewed the figures presented and discussed the unique needs of several offices. The most
severe space shortage was evident in the Prosecuting Attorney's office. Calculations indicated that office
should occupy an additional 200 square feet. All other offices reviewed had surplus floor area.
The Committee also considered the functional relationship of various offices and the need to keep these
offices in close proximity to one another. Concern was previously expressed about potential conflicts among
those needing the services of various departments such as the Prosecuting Attorney and the Public Defender.
The Committee concluded that potential conflicts would be minimized by locating the offices on different
floors of the building. Department heads could further minimize the potential for trouble through
coordinated scheduling.
After considerable discussion, it was agreed that the Prosecuting Attorney's Office should switch office
space with the Building Inspector and Veteran's Affairs Office. This would minimize disruption of services,
address the critical space shortage faced by the Prosecutor's office, and provide adequate floor area for the
Building Inspector and Veteran's Affairs.
It was moved by Commissioner Cooper, supported by Commissioner Dale, to recommend that the
Prosecuting Attorney's Office switch office space with the Building Inspector and Veteran's Affairs
Office. On a voice vote, the motion was CARRIED.
The Controller reminded Committee members of the District Court Building Committee meeting scheduled
for December 12 at 4:00 p.m. at the District Court office.

Hearing no other comments, Chairman Kay declared the meeting adjourned at 6:43 p.m.
