Postula, supported by Commissioner Cooper to acknowledge the correspondence
received in the Clerk’s Office and forward to the appropriate committee. Motion
carried unanimously.

PUBLIC COMMENTS
Mr. Jim Sutton, a resident of
Brimley, wanted to commend Sheriff Moran for the effort he did in legalizing
the snowmobiles on county roads. Mr. Sutton was wondering if the County
Commission would carry that effort once step further for the summertime for
ORV’s and 4 wheelers to use the right of ways and shoulder of county roads to
go from one area to another.
Chairman McDowell stated that
the Commission is currently working on this and that this item is before the
County Transportation Committee. They have a draft ordinance in place, but they
are working on some of the roads that would be open where the Sheriff has some
concerns. The committee is working with the townships, Prosecutor’s Office and
law enforcement agencies on this matter.
CONTROLLER’ S REPORT
Seldon Collins, EUP Conservation
Design Task Force, a group which was formed in February of 2000 for an alternative
method of developing land, addressed the Board. This alternative is called
“conservation zoning”. The characteristic of conservation zoning is to first
identify the most valuable land features on individual parcels and then build
around rather than on them. A number of grants have been received by the group
and this is strictly an educational effort to let the people in the Eastern
U.P. understand the concept of conservation design as a way of developing land.
The ultimate goal of the group is that eventually, one of the townships would
adopt this concept as a portion of their zoning ordinance.
David Jentoft, Resource
Professional for the ChipewalEast Mackinac Conservation District, introduced
himself to the Commission. Mr. Jentoft can provide consultations, on-site
visits, resource assessments of property, management options and references to
other resource
professionals who can help land
owners. There is no cost to the landowner and no obligation to act on any
recommendation.

The Veteran’s Affairs reappointed
Dale French to their Board and usually the
Commissioner Cooper asked when
the Committee was going to convene for the search for a new controller. Ms.
Beaune, acting Controller, stated that the meeting was tentatively scheduled
for the 5 of February.

minutes of

Hopper, supported by Commissioner LaJoie, that effective January 1, 2001, the
position of Public Defender be paid according to the DMG Maximus study, along
with $5,000 from the contract with Sault Tribe of Chippewa Indians; an addendum
to the contract will be provided. Proceeds from the contract will be $20,000.00
for FY200I a $5,000 increase. On a roll call vote, motion carried unanimously.

Hopper, supported by Commissioner Postula, effective January 1, 2001, the
Building Inspectors be paid through the DMG Maximus study, grade 12, upon the
approval of the DMG staff, and mileage and $700 for the Drain Commissioner
position. On a roll call vote, motion carried with Commissioner Cooper voting
nay.
It was moved by Commissioner
Hopper, supported by Commissioner Postula, upon recommendation of Prosecuting
Attorney Peppler, to hire Eric G. Biubaugh as Assistant
Prosecuting Attorney, pay to be
set by DMG study, and $8,555 from the STOP Grant and upon successfiul
completion of ninety days probationary period a $40 increase. On a roll call
vote, motion carried unanimously

Committee of January 10, 2001 as presented. Motion carried unanimously.

Commissioner Postula gave a
brief synopsis of a joint meeting that was held with E.D.C. at the airport. No
action necessary.
Legislative & Natural
Resources - No meeting
Computer Committee
Commissioner Cooper stated a
meeting was held January 29, 2001, but no action was necessary by the County
Board. Commissioner Cooper said the bottom line of the meeting was if
Information Systems is going to support E9-1-1 that there are limited resources
and either staff will have to be increased or a contract will have to be
dropped. Another committee meeting will be held to discuss this ifirther.
Discussion followed.

Finance, Claims and Accounts
It was moved by Commissioner
Dale, supported by Commissioner Postula that the February 2001 travel requests
be approved as presented: On a roll call vote, motion carried unanimously.
It was moved by Commissioner
Dale, supported by Commissioner Kay to increase the mileage rate to $34.5 per
mile, per Internal Revenue Services, effective January 1, 2001. On a roll call vote,
motion carried unanimously.
It was moved by Commissioner
Dale, supported by Commissioner LaJoie, to approve the request of Clerk Cork to
purchase 100 County mugs for the summer Clerk’s Association Conference. On a
roll call vote, motion carried unanimously.
It was moved by Commissioner
Dale, supported by Commissioner Postula, upon recommendation of Sheriff Moran,
to approve the request to replace Unit 125, using thnds from the Inmate Pay
Phone Contract, to cover the difference between the insurance and the cost. To
proceed with the bidding process and to go with the lowest bid. On a roll call
vote, motion carried unanimously.
It was moved by Commissioner
Dale, supported by Commissioner Kay to approve a request from the Chippewa
County Historical Society to be the pass through agent for 2% monies requested
for the Soo Theatre. Motion carried unanimously.
Commissioner Dale personally
thanked the Commissioners for their vote on the 2% monies. She felt that this
was a very worthwhile project.

presented. Motion carried unanimously.
