BUILDING, GROUNDS AND JAIL COMMITTEE
					   MEETING MINUTES

				          September 3, 2002


A special meeting of the Chippewa County Board of Commissioners' Building, Grounds and Jail
Committee was held on Tuesday, September 3, 2002 at the Chippewa County Courthouse in Sault Ste.
Marie, Michigan.  Chairman Kay called the meeting to order at 7:00 p.m. with a quorum present.


MEMBERS PRESENT: Earl Kay, Chairman, and Don Cooper

MEMBERS ABSENT:	 Rita Dale

OTHERS PRESENT:	 Tim Dolehanty, County Controller, Bill Carr, Surveyor

Additions / Deletions to the Agenda
Chairman Kay called for additions or deletions to the agenda.  Hearing none, the agenda was 
declared approved.

Public Comment
There were no public comments.

Agenda Item: Animal Shelter Facility
Committee members reviewed the current status of the animal shelter facility project.  County 
Surveyor Bill Carr presented a proposed site plan.  He also discussed the situation involving
gravel removed from areas within the surveyed boundaries of the property.

Potential zoning issues and neighborhood impact were discussed.  Because the facility would be
located at least 800 feet from the nearest residential neighborhood, any noise impact should be
minimal.

Funding options for the project were discussed.  The committee agreed to present the project to
the Finance, Claims and Accounts Committee for their consideration.

Remonumentation Project
Surveyor Bill Carr presented options for proceeding with the accelerated remonumentation
program.  Commissioner Cooper referred to recent events involving proposed state revenue 
sharing cuts.  He said that experience showed just how volatile state funding could be.

The Committee discussed the details of the funding proposal, including statutory fee bills that
fund remonumentation.  It was agreed that the Surveyor and the Controller would arrange a work 
session to discuss the project later in the month.

Brownfield Redevelopment Plan
Controller Dolehanty provided information related to a proposed brownfield redevelopment plan
proposed by the City.  If adopted, the plan would allow the City to capture more than $180,000 in
allocated County tax revenue over an eight-year period.  Although the City is obligated to take
public comment on the matter, the County does not have the opt-out option available in
Downtown Development Authority districts.

Committee members expressed concern about the potential loss of tax revenue.  It was agreed that 
the matter should be referred to the Finance, Claims and Accounts Committee for further
discussion.
