MEETING MINUTES
JANUARY 29, 2002
A regular meeting of the Chippewa County Board of Commissioners' Legislative and Natural Resources
Committee was held on Tuesday, January 29, 2002 at the Chippewa County Courthouse in Sault Ste.
Marie, Michigan. Chairman Kay called the meeting to order at 4:00 p.m. with a quorum present.
MEMBERS PRESENT: Earl Kay, Chairman, Rita Dale, and Aaron Hopper
MEMBERS ABSENT: None
OTHERS PRESENT: Tim Dolehanty, County Controller
Additions / Deletions to the Agenda
Chairman Kay called for changes to the agenda. Hearing no other proposed changes, the agenda was
declared approved as presented.
Public Comments
There were no public comments.
Ordinance to Incorporate State Building Code
Controller Dolehanty presented a request from the Building Department to adopt the 2000 edition of the
International Building Codes. He explained that state law requires periodic adoption of revised building
codes, usually every three years.
It was moved by Commissioner Dale, supported by Commissioner Hopper, to recommend approval
of Resolution No. 02-02 to adopt the 2000 edition of the International Building Codes, as presented.
On a voice vote, the motion was CARRIED.
Soil Erosion and Sedimentation Control Resolution
Controller Dolehanty presented a request from the Building Department asking for adoption of a
resolution to name their department as enforcing agency for the soil erosion and sedimentation control
program. State law requires the county board of commissioners to adopt the resolution.
It was moved by Commissioner Hopper, supported by Commissioner Dale, to recommend approval
of Resolution No. 02-03 to designate the Building Department as the soil erosion control
enforcement agency for Chippewa County, as presented. On a voice vote, the motion was
CARRIED.
County Address Ordinance Amendments
Controller Dolehanty presented proposed changes to the County Address Ordinance. The changes
were necessary in order to permit the Building Department to officially assign addresses in
Chippewa County.
It was moved by Commissioner Hopper, supported by Commissioner Dale, to recommend approval
of the changes to the County Address Ordinance, as amended. On a voice vote, the motion was
CARRIED.
District Court Building Project
Chairman Kay reviewed the proposed plans for the District Court expansion project. The
Committee discussed configuration of the offices and courtroom. Traffic flow to and from the
courtroom and prisoner escort avenues were also discussed. Comments from the committee would be
forwarded to the District Court Building Advisory Committee.
Discussion of Affiliation with Other Agencies
The Committee discussed the County's options for providing mental health services. State
requirements relative to geographic location were mentioned. The Committee agreed to continue to
explore options in the coming months.
