PERSONNEL COMMITTEE
MEETING MINUTES
February 4, 2002
A regular meeting of the Chippewa County Board of Commissioners' Personnel Committee was held on
Monday, February 4, 2002 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan. The
meeting was called to order by Chairman Hopper at 4:00 p.m. with a quorum present.
MEMBERS PRESENT: Aaron Hopper, Chairman, Bernard LaJoie and Ted Postula
MEMBERS ABSENT: None
OTHERS PRESENT: Tim Dolehanty, County Controller
Additions / Deletions to the Agenda
Chairman Hopper called for additions or deletions to the agenda. Commissioner LaJoie asked that the
pay level for Tether Officers be added to the agenda. Hearing no further requests, the agenda was
declared approved as amended.

Correspondence and Information Items
No correspondence or information items were presented.
Agenda Items: Daniel Kinnear Transfer
Controller Dolehanty presented a memorandum from Sheriff Moran announcing the transfer of Daniel
Kinnear to the Marine division. Mr. Kinnear was formerly a Sergeant with the S.A.N.E. team. The
Committee acknowledged receipt of the memorandum.
Deputy Juvenile Register
Controller Dolehanty presented a memorandum from Hon. Lowell R. Ulrich, Probate and Family
Division Judge, announcing the hiring of Karen Johnston as the new Deputy Juvenile Register with the
50th Circuit Court Family Division. The Committee acknowledged receipt of the memorandum.
Vacation Time Carryover
Controller Dolehanty presented memorandums from Legal Secretary Roxanne Williams, Hon. Nicholas
Lambros, Chief Circuit Judge, and District Court Administrator Thelma Bosbous regarding carry over of
accrued vacation time. The Committee acknowledged receipt of the memorandums.
Grievance Report
Controller Dolehanty reviewed the status of four grievances filed by County employees in recent weeks.
He stated the Committee would be kept apprised of the progress of each case.
Tether Officer Pay Level
Commissioner LaJoie asked for a report on the review of the Tether Officer pay level. Chairman Hopper
stated the matter would be considered as part of the overall pay grade review undertaken by the
Controller. Information related to this review was to be presented to the Finance, Claims and Accounts
Committee later in the week.
Collective Bargaining Matters
It was moved by Commissioner LaJoie, supported by Commissioner Postula, to enter into a closed
session to discuss strategies connected with the negotiation of a collective bargaining agreement
with the American Federation of State, County and Municipal Employees, AFL-CIO Local 1552 of
Michigan, pursuant to Section 8(c) of the Open Meetings Act, Act 267, P.A. 1976, as amended,
being MCL 15.268(c). A roll call vote was taken as follows: LaJoie - Yes; Postula - Yes; Hopper -
Yes. Motion CARRIED.
It was moved by Commissioner Postula, supported by Commissioner LaJoie, to resume the open
session meeting of the Personnel Committee. A roll call vote was taken as follows: Postula - Yes;
LaJoie - Yes; Hopper - Yes. Motion CARRIED.

Adjourn
It was moved by Commissioner LaJoie, supported by Commissioner Postula, to adjourn the
meeting. On a voice vote, the motion was CARRIED.
Chairman Hopper declared the meeting adjourned at 4:55 p.m.
