PERSONNEL COMMITTEE
MEETING MINUTES
August 29, 2002
A special meeting of the Chippewa County Board of Commissioners' Personnel Committee was held on
Thursday, August 29, 2002 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan. Chairman
Hopper called the meeting to order at 5:38 p.m. with a quorum present.
MEMBERS PRESENT: Aaron Hopper, Chairman, Ted Postula and Bernard LaJoie
MEMBERS ABSENT: None
OTHERS PRESENT: Tim Dolehanty, County Controller
Additions / Deletions to the Agenda
Chairman Hopper called for additions or deletions to the agenda. Hearing none, the agenda was declared
approved as presented.
Public Comments
Chairman Hopper called for pubic comments. No public comments were offered.
Agenda Item: Personnel Policy
Controller Dolehanty asked the committee to again consider adopting a personnel policy. He said a personnel
policy would have been especially helpful in recent situations involving supplemental employment.
Commissioner LaJoie stated all full-time employees should know their first obligation is to the County. He
then reviewed the history of the information systems contract between the County and Hiawatha Behavioral
Health Authority.
The Committee discussed various components of a personnel policy and agreed to revisit the topic at a future
meeting.
Performance Evaluation
Controller Dolehanty reminded the Committee of bylaws related to his performance evaluation. The
Committee agreed to revisit the draft performance evaluation process discussed earlier in the year, then
decide how to proceed.
Legal Services Budget
Committee members discussed a proposed budget amendment for legal services. Consideration of the
amendment was necessary because negotiations with the AFSCME bargaining units went longer than
expected.
It was moved by Commissioner Postula, supported by Commissioner LaJoie, to forward the proposed
budget amendment for legal services to the Finance, Claims and Accounts Committee for their
consideration. On a voice vote, the motion was CARRIED.
Collective Bargaining
Controller Dolehanty told the Committee that the Police Offices Labor Council, representing deputies and
corrections officers at the Sheriff's Department, recently indicated they were ready to begin negotiations on a
new contract.

No public comments were offered.
Committee Comments
Commissioner LaJoie asked if animal shelter attendants working a thirty-hour workweek qualified as full-
time employees. Controller Dolehanty quoted a Board policy stating employees working more than 1,560
hours annually, or 30 hours per week, were considered full time.
Chairperson's Comments
Chairman Hopper stated it would be proper for the Committee to formally accept the resignation of
Information Systems Director Mary Piralli.
It was moved by Commissioner LaJoie, supported by Commissioner Postula, to accept the resignation
of Mary Piralli as Information Systems Director. On a voice vote, the motion was CARRIED.
Adjourn
It was moved by Commissioner Postula, supported by Commissioner LaJoie, to adjourn the meeting.
On a voice vote, the motion was CARRIED.
Chairman Hopper declared the meeting adjourned at 6:17 p.m.
