COUNTY BOARD OF COMMISSIONERS WORK SESSION
MEETING MINUTES
March 21, 2002
A work session meeting of the Chippewa County Board of Commissioners was held on Thursday, March
21, 2002 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan. Vice Chairman Aaron
Hopper called the meeting to order at 5:07 p.m. with a quorum present.
MEMBERS PRESENT: Aaron Hopper, Vice Chairman, Rita Dale, Earl Kay, Ted Postula, Don
Cooper and Bernard LaJoie
MEMBERS ABSENT: Gary McDowell, Chairman
OTHERS PRESENT: Tim Dolehanty, County Controller
Additions / Deletions to the Agenda
Vice Chairman Hopper called for changes to the agenda. Hearing none, the agenda was declared
approved as presented.
Public Comments
There were no public comments.
Agenda Item: Draft Personnel Policy
Controller Tim Dolehanty reviewed changes to the document as requested at the previous work session.
Commissioners expressed concern about the amount employees should be expected to pay toward the
annual health insurance premium. It was agreed that commissioners would consider this issue before the
next work session.
Commissioner Cooper stated he agreed with a progressive approach to discipline, but did not agree with
the provision that allowed imposition of more severe forms of discipline, including immediate discharge,
at the discretion of the department head. Considerable discussion was held on this point.
Vice Chairman Hopper presented a document concerning homeland security. The National Association
of Counties was compiling comments from its member counties.
Commissioner LaJoie asked about the job classification policy and potential pay increases for community
corrections officers. Commissioners agreed to take this matter up at the next work session.

Hearing no other comments, Vice Chairman Hopper declared the meeting adjourned at 6:27 p.m.
