EQUALIZATION AND APPORTIONMENT COMMITTEE

MEETING MINUTES

 

September 30, 2003

 

A regular meeting of the Chippewa County Board of Commissioners’ Equalization and Apportionment Committee was held on Thursday, September 30, 2003 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan.  Chairperson Moore called the meeting to order at 5:00 p.m. with a quorum present.

 

MEMBERS PRESENT:                          James Moore, Chairman, Rita Dale and Don Cooper

 

MEMBERS ABSENT:                            None

 

OTHERS PRESENT:                             Tim Dolehanty, County Controller, and Sharon Kennedy, Register of Deeds / Equalization Director

 

Additions / Deletions to the Agenda

Chairman Moore called for additions or deletions to the agenda.  Hearing none, he declared the agenda approved as presented.

 

Public Comments

Chairman Moore called for pubic comments.  No public comments were offered.

 

Agenda Items: Annual Millage Report

Sharon Kennedy, Register of Deeds / Equalization Director, presented the annual millage report to the Committee.  She noted the report would have to be approved by the Board of Commissioners at the regular meeting held in October.

 

It was moved by Commissioner Cooper, seconded by Commissioner Dale, to recommend approval of the 2003 Millage Report as presented.  On a voice vote, the motion was CARRIED.

 

Other Equalization Business

Ms. Kennedy presented a proposal to upgrade computer software for the Register of Deeds and Equalization Departments.  She noted the software would be compatible with the needs of the Treasurer’s office, and would be more compatible with other software packages in use by the departments.  Ms. Kennedy agreed to continue research into the software packages and to work with the Information Systems Department to assure compatibility with the County computer network.

 

Ms. Kennedy also presented information regarding a grant program to audit personal property classifications.  The department workload and the potential for subcontracting work were discussed. 

 

It was moved by Commissioner Dale, seconded by Commissioner Cooper, to recommend authorizing the grant application if it is determined that the program is beneficial to Chippewa County.  On a voice vote, the motion was CARRIED.

 

Committee Comments

Commissioner Cooper expressed appreciation for the work of the Equalization Department.

 

Chairperson’s Comments

Chairman Moore had no additional comments.

 

Adjourn

It was moved by Commissioner Cooper, seconded by Commissioner Dale, to adjourn the meeting.  On a voice vote, the motion was CARRIED.
