LEGISLATION AND NATURAL RESOURCES COMMITTEE
				    MEETING MINUTES

				   January 29, 2003

A regular meeting of the Chippewa County Board of Commissioners' Legislation and Natural Resources
Committee was held on Wednesday, January 29, 2003 at the Chippewa County Courthouse in Sault Ste. 
Marie, Michigan.  Chairman Timmer called the meeting to order at 4:00 p.m. with a quorum present.

MEMBERS PRESENT: Richard Timmer, Chairman, Earl Kay and Rita Dale

MEMBERS ABSENT:	None

OTHERS PRESENT:	Tim Dolehanty, County Controller, Tim McKee, OES/E-9-1-1 Director

Additions / Deletions to the Agenda
Chairman Timmer called for additions or deletions to the agenda.  Hearing none, the agenda was declared 
approved as presented.

Public Comments
Chairman Timmer called for pubic comments.  No public comments were offered.

Agenda Items: Forest Service Plan
Chairman Timmer reported on his discussions with Forest Service personnel.  The Committee discussed past 
associations with the Forest Service and the timetable set for the planning process.  Commissioner Dale stated 
this was a good time to get acquainted with the process and suggested asking UPCAP to sponsor a workshop 
on Forest Service planning activities.

It was moved by Commissioner Kay, supported by Commissioner Dale, to recommend asking UPCAP 
to sponsor a workshop on Forest Service planning activities.  On a voice vote, the motion was 
CARRIED.

Resolution Honoring Selden Collins
The Committee considered a resolution honoring Selden Collins for 21 years of service to the Chippewa
County Soil Conservation Service.

It was moved by Commissioner Kay, supported by Commissioner Dale, to recommend approval of 
Resolution 03-01 honoring Selden Collins as presented.  On a voice vote, the motion was CARRIED.

Review of Township Zoning Amendments
Controller Dolehanty reported on a recent correspondence received from Whitefish Township regarding a
proposed zoning ordinance amendment.  Mr. Dolehanty discussed the state law that requires County review 
of township zoning amendments.  The County has the option to waive this review, but must adopt a resolution
to that effect.

The Committee discussed the role of the E.U.P. Regional Planning Commission in township zoning review. 
It was agreed that regional planners were well equipped to perform this review, but the Committee was not 
sure of the current role played by Regional Planning.

It was moved by Commissioner Kay, supported by Commissioner Dale, to table consideration of the
County's role in reviewing township ordinance zoning amendments until after advice is received from 
the Regional Planning Commission.  On a voice vote, the motion was CARRIED.
Senate Bill No. 31:  Compulsory Arbitration for Corrections Officers
The Committee reviewed Senate Bill No. 31 and its potential impact on Chippewa County.  If approved, the
Bill would allow corrections officers to petition for binding arbitration.  It was noted binding arbitration is
currently available to sheriff deputies.  The Committee agreed this Bill should be monitored as it progresses 
through the State Legislature.

OES / E-9-1-1 Policies
OES/E-9-1-1 Director Tim McKee presented and reviewed the policies and procedures manual for his
department. Mr. McKee noted a number of the policies have not been approved by the Board of 
Commissioners, but were approved by the OES/E-9-1-1 Advisory Committee and the Michigan Municipal 
Risk Management Authority, the County's liability insurance carrier.

Commissioner Kay stated it would be necessary to identify and approve policies that have not been 
considered by the Board.  Mr. McKee stated he has been careful to incorporate all County policies into the
department manual.

It was moved by Commissioner Kay, supported by Commissioner Dale, to table consideration of the
OES/ E-9-1-1 policies until the next Committee meeting.  On a voice vote, the motion was CARRIED.

Draft Cost Recovery Ordinance
Mr. McKee reviewed the intent and purposed of the draft cost recovery ordinance for hazardous material 
cleanup. Under provisions of the draft, the responsible party would be liable for cleanup costs.  The
Committee suggested that Mr. McKee make township officials aware of the draft ordinance in order to 
adequately prepare them for potential adoption of the ordinance. 

Meeting Schedule
The Committee agreed to hold its regular meetings on the first Monday of each month at 5:00 p.m.

Public Comments
There were no public comments.

Committee Comments
Commissioner Kay reported on a scheduled trip to Lansing to discuss the Rudyard Landfill situation with
officials from the Department of Environmental Quality and the County's legislators.

Commissioner Dale asked about appointments to committees of the Michigan Association of Counties. 
Members agreed to follow-up of possible committee appointments with Commissioner Hopper. 

Chairperson's Comments
Chairman Timmer reported on his efforts to open all lines of communication with agencies that have a role in 
the work of the Legislative and Natural Resources Committee.

Adjourn
Chairman Timmer declared the meeting adjourned at 5:17 p.m.

				       RESOLUTION NO. 03-01

			RESOLUTION IN APPRECIATION AND SPECIAL RECOGNITION 
			    OF DISTRICT CONSERVATIONIST SELDEN COLLINS

WHEREAS, Selden Collins has served as the District Conservationist of the Chippewa Conservation 
	District since 1981; and

WHEREAS, Selden Collins served the citizens of Chippewa County as the Soil Conservation Service - a 
	branch of the Department of Agriculture - now the Natural Resources Conservation Service; and

WHEREAS, Selden Collins has earned the respect and gratitude of the citizens of Chippewa County
 	through her many contributions to the planning and implementation of such projects as the Hakola-Ross 
	Agricultural Drain, the county Road Erosion Control Project, several school nature trails to name just a few.

NOW, THEREFORE, BE IT RESOLVED, as follows:

1.	That the Chippewa County Board of Commissioners respectfully dedicates this document to 
	honor and thank Selden Collins for her many years of public service and particularly for her 
	stewardship of the land in Chippewa County.

2.	That the Chippewa County Board of Commissioners extend their best wishes to Selden 
	Collins for many years of good health and enjoyment in her retirement.
