LEGISLATION AND NATURAL RESOURCES COMMITTEE
				     MEETING MINUTES

				   February 13, 2003

A regular meeting of the Chippewa County Board of Commissioners' Legislation and Natural Resources 
Committee was held on Thursday, February 13, 2003 at the Chippewa County Courthouse in Sault Ste. 
Marie, Michigan.  Chairman Timmer called the meeting to order at 5:00 p.m. with a quorum present.

MEMBERS PRESENT:	Richard Timmer, Chairman, Earl Kay and Rita Dale

MEMBERS ABSENT:	None

OTHERS PRESENT:	Tim Dolehanty, County Controller, and Tim McKee, OES/E-9-1-1 Director

Additions / Deletions to the Agenda
Chairman Timmer called for additions or deletions to the agenda.

It was moved by Commissioner Kay, supported by Commissioner Dale, to approve the agenda as
presented.  On a voice vote, the motion was CARRIED.

Public Comments
Chairman Timmer called for pubic comments.  No public comments were offered.

Review of Township Zoning Amendments
Controller Dolehanty reported on his discussion with John Campbell, Director of the E.U.P. Regional
Planning Commission, regarding review of township zoning amendments.  Mr. Campbell recalled a motion
by the Board of Commissioners in the 1970s assigning the County's zoning ordinance review to the Regional
Planning Commission.  The Controller was asked to confirm this action.

Solid Waste Management Letter of Compliance
Controller Dolehanty presented a letter addressed to John Campbell from Waste Management regarding the 
Dafter Landfill.  Waste Management proposed expanding the landfill and, as part of the licensing process, 
asked for a letter of compliance with the solid waste management plan.  According to Mr. Campbell, the 
Michigan Department of Environmental Quality (DEQ) requires the letter of compliance to come from the
County and not the Regional Planning Commission. Mr. Campbell assured the Controller the expansion plan 
did comply with the solid waste management plan.

Chairman Timmer suggested it would be appropriate to determine the cost of waste disposal if the expansion
does not occur.  He stated the cost to County citizens would probably be high.

It was moved by Commissioner Dale, supported by Commissioner Kay, to recommend approval of the
letter of compliance as requested.  On a voice vote, the motion was CARRIED.

Department of Environmental Quality Draft Compost Rules
Controller Dolehanty distributed draft compost rules issued by the DEQ.  He stated the document was
provided as an information item and did not require formal action by Chippewa County.  The Committee
agreed to forward the draft rules to the recycling committee for their review and consideration.

Draft Policies
The Committee reviewed the policies and procedures manual for the OES/E-9-1-1 department.  The
Committee discussed the importance of assuring the department policies did not contradict County policies.
The Controller was directed the review the OES/E-9-1-1 policies for compliance with standing County
policies.

Commissioner Dale stated the draft personnel files policy should be adopted in order to assure all personnel 
files are maintained in the Controller's office.  It was agrees that this policy should be presented to the Board 
for consideration and approval.

It was moved by Commissioner Dale, supported by Commissioner Kay, to recommend approval of the
draft personnel files policy as presented.  On a voice vote, the motion was CARRIED.

The Committee discussed several of the OES/E-9-1-1 policies with OES/E-9-1-1 Director Tim McKee.
