MEETING MINUTES
May 5, 2003
A regular meeting of the Chippewa County Board of Commissioners' Legislation and Natural Resources
Committee was held on Monday, May 5, 2003 at the Chippewa County Courthouse in Sault Ste. Marie,
Michigan. Chairman Timmer called the meeting to order at 4:00 p.m. with a quorum present.
MEMBERS PRESENT:Richard Timmer, Chairman, Rita Dale and Earl Kay
MEMBERS ABSENT: None
OTHERS PRESENT: Tim Dolehanty, County Controller, and Tim McKee, OES/E-9-1-1 Director
Additions / Deletions to the Agenda
Chairman Timmer called for additions or deletions to the agenda. Hearing none, he declared the agenda
approved as presented.
Public Comments
Chairman Timmer called for pubic comments. No public comments were offered.
Agenda Items: Soil and Sedimentation Control Fees
Controller Tim Dolehanty reviewed a request from the Building Inspections Department to consider adding a
fee for gravel extraction projects. He stated permit applications for these operations tend to be more time
consuming because of their size and the severe changes to the landscape.
Committee members agreed that gravel extraction should be included in the fee schedule as a separate
category, but had many questions concerning the fee schedule. It was the consensus of Committee members
to defer consideration of the request until a representative of the Building Inspections Department could be
present to discuss the proposal.
I-75 Corridor Study
The Committee reviewed a request from the Eastern Upper Peninsula Regional Planning and Development
Commission to consider a resolution endorsing the I-75 Corridor Study. Commissioner Kay, a participant in
the Corridor Study project, reviewed key points of the document.
It was moved by Commissioner Kay, seconded by Commissioner Dale, to recommend approval of
Resolution 03-11 to endorse and concur with the I-75 Corridor Study as presented. On a voice vote,
the motion was CARRIED.
Northern Initiatives Application for Federal Assistance
The application of Northern Initiatives for a Federal government loan to provide a source of subordinated
financing for small and medium sized enterprises was reviewed by the Committee.
It was moved by Commissioner Kay, seconded by Commissioner Dale, to receive the Northern
Initiatives Application for Federal Assistance and place it on file. On a voice vote, the motion was
CARRIED.
Other: Courthouse Emergency Plan
Tim McKee, OES/E-9-1-1 Director Tim McKee distributed an outline of components to be included in the
proposed Courthouse Emergency Plan. He stated specific duties and responsibilities for various County
personnel will be identified, and the Plan will meet the requirements of the State Court Administrator's
Office. Mr. McKee said the outline was shared and discussed with Department Heads at a recent meeting.

Chairman Timmer offered no additional comments.
Adjourn
It was moved by Commissioner Kay, seconded by Commissioner Dale, to adjourn the meeting. On a
voice vote, the motion was CARRIED. Chairman Timmer declared the meeting adjourned at 5:05 p.m.

RESOLUTION NO. 03-11
RESOLUTION TO ENDORSE AND
CONCUR WITH THE I-75 CORRIDOR STUDY
WHEREAS, the Eastern Upper Peninsula Regional Planning and Development Commission has the function of
developing the I-75 Corridor Study; and
WHEREAS, the I-75 Corridor Committee is an active participant in the I-75 Corridor Study; and
WHEREAS, Chippewa County is an active participant in the I-75 Corridor Study; and
WHEREAS, the I-75 Corridor Committee and E.U.P. Regional Planning have developed this Study and recommend
its adoption; and
WHEREAS, Chippewa County finds the Study to be consistent with the goals, objectives and policies of the
tri-county region; and
WHEREAS, Chippewa County agrees with the County and Regional Priorities included in the Study and finds
them to be in full accord with our short and long-range goals and objectives for the I-75 corridor; and
WHEREAS, Chippewa County actively supports and currently participates in the Corridor Study activities of
the E.U.P. Regional Planning and Development Commission.
NOW, THEREFORE, BE IT RESOLVED, that the Chippewa County Board of Commissioners does hereby endorse and
concur with the I-75 Corridor Study for the Eastern Upper Peninsula.
