BUDGET WORK SESSION MEETING MINUTES

 

October 21, 2004

 

A budget work session of the Chippewa County Board of Commissioners was held on Thursday, October 21, 2004 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan.  Finance Chair Dale called the meeting to order at 5:05 p.m. with a quorum present.

MEMBERS ABSENT:         Richard Timmer

FY 2005 Budget Presentation: Clerk

The Board reviewed a three general fund budgets related to the Chippewa County Clerk’s Office presented by Diane Cork.  Department 147 – Jury Board is a mandated board with a request of $2370.00.  Department 191 – Elections was reviewed next, with significant changes in the elections laws for FY 2005, the County Clerk will now be responsible for the School elections.  These elections are all 100% reimbursable to the County with no more than four elections per year. The last Department to be reviewed was 215 – County Clerk, it was noted that the FY05 request is actually lower than the FY04 request.  All services of the County Clerk are state mandated, and the FY05 request is very cut and dry, with no travel, and limited requests to have ten books rebound at the cost of $500 per book. The Clerk’s Office is currently operating one staff member short, and the Clerk hopes to hire at the beginning of FY05. 

 

Treasurer

Marilyn McDonald, presented the Board with the FY05 Budget request, the request being basically the same as last year.  The County could Under Act 123, do the sale of foreclosed property.  The Treasurer is responsible for all notices of delinquent taxes, including certified notices on property to be forfeited to the State of Michigan.  The Treasurer is responsible for building and maintaining lists of property, which will be foreclosed on by the State of Michigan, after the tax is two-years old.  The County will have to make a decision before December to opt-in or out for the next tax sale.  The Committee requested projections regarding this sale project be presented to the Board before approval.  Treasurer McDonald also included an explanation of PILT monies receive by the County.
