MEETING MINUTES

October 6, 2005

 

A regular meeting of the Chippewa County Board of Commissioners’ Legislative and Natural Resources Committee was held on Thursday, October 6, 2005 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan.  Chairperson Richard Timmer called the meeting to order at 4:05 p.m. with a quorum present.

 

MEMBERS PRESENT:      Richard Timmer, Chairman, Scott Shackleton and Earl Kay (4:25pm)

 

MEMBERS ABSENT:        None

 

OTHERS PRESENT:          Sharon Kennedy, Kelly Beaune, Recorder

 

Agenda Item: HB 5124

The Committee received a copy of House Bill No. 5124 for review and discussion.  Sharon Kennedy, Register of Deeds, explained her concerns with the Bill, and the effects it would have on the County.  Register of Deeds Kennedy also, provided a resolution opposing House Bill 5124.

 

It was moved by Commissioner Shackleton, supported by Commissioner Timmer, to approve the resolution as presented, and to forward the resolution to the Board of Commissioners November meeting.  On a voice vote the motion CARRIED.

 

Social Security Number Privacy Act

Information was presented to the Committee regarding background on the Social Security Number Privacy Act; the County, as well many other employers and agencies,  have many sets of documentation which include not only social security numbers, but birthdates and sometimes driver’s license numbers.  The Register of Deeds has software that can eliminate social security numbers from display images.  The Register of Deeds Association is seeking an Attorney General’s opinion for the issues as presented.  The County will need to establish a Privacy Policy by January 1, 2006.

 

It was moved by Commissioner Shackleton, supported by Commissioner Timmer, to refer  the Social Security Number Privacy Act to the Prosecuting Attorney’s Office from the Board of Commissioners, as previously requested by Register of Deeds Kennedy, for exploration and opinion.  On a voice vote the motion CARRIED.

 

Incompatible Public Offices Act

The Committee reviewed the Incompatible Public Offices Act; reviewing offices that had previously been researched.  Based on research and information the Committee found no current incompatibility issues.

Adjourn

Commissioner Shackleton, supported by Commissioner Timmer, moved to adjourn the meeting.  On a voice vote the motion CARRIED.

 

Chairman Timmer declared the meeting adjourned at 4:35 p.m.
