MEETING MINUTES

 

October 25, 2005

 

A regular meeting of the Chippewa County Board of Commissioners’ Personnel Committee was held on Tuesday, October 25, 2005 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan.  Chairperson Bernie LaJoie called the meeting to order at 5:00 p.m. with a quorum present.

 

MEMBERS PRESENT:        Bernie LaJoie, Chairman, Ted Postula and Earl Kay

 

MEMBERS ABSENT:         None

 

OTHERS PRESENT:            Kelly Beaune, Recorder, Judge MacDonald, Sheriff Jeff Moran

 

Additions/Deletions to the Agenda

Chairman LaJoie called for additions or deletions to the agenda.  It was moved by Commissioner Postula, seconded by Commissioner Kay to approve the agenda as presented.   On a voice vote, the motion carried.

 

Public Comments

Chairman LaJoie called for public comments.  No public comments were offered.

 

Information Items

No additional items were received.

 

Agenda Items: District Court Staffing

Judge Michael MacDonald updated the committee with information regarding future staffing needs; having received a resignation notice from Magistrate Kathy Savard, her retirement date will be April 1, 2006.  Judge MacDonald explained that with departure of Ms. Savard that it would leave three (3) the number of jobs functions that are unfilled in the court staff.  Judge MacDonald sought approval to fill the vacancies by January 15, 2006, so as to take advantage of Ms. Savard’s presence to help train her replacements.  Judge MacDonald proposed to replace the Magistrate through a contract, saving money on the fringe package, and still shows a proposed 2006 Budget with a revenue surplus.

 

It was moved by Commissioner Kay, Supported by Commissioner Postula, to accept Judge MacDonald proposal to fill the vacant positions in the District Court Office, those positions being the Magistrate, Traffic Clerk and Clerk.  On a voice vote, the motion CARRIED.

 

Sheriff Department Staffing

Sheriff Moran presented the Committee with documentation requesting a supplemental position for a First Lieutenant/Administrator.   Currently the Chippewa County Sheriff’s Department is running four (4) positions short; those positions being Sergeant, Captain, Clerk and Detective.  The Chippewa County Jail has a problem that has reach crisis level; that needs to be addressed.  It has been five (5) years since the expansion, with no additional staffing.  The funding source for this position would be jail bed revenues, which a predicted to be over by approximately $175,000 this year.  The current part-time employee being recommended for the position, Allen Allen, would not need the County’s medical package.

 

It was moved by Commissioner Kay, seconded by Commissioner Postula, to accept and recommend the supplemental position of First Lieutenant/Administrator.  On a voice vote, the motion CARRIED.

 

Memorandum of Agreements

The Committee tabled the Memorandum of Agreements until the 2006 Budget can be established.

 

Animal Control

The Animal Control Officer hours will be back up to 20 hours per week.  Replacement of a part time Animal Control Shelter staff, was handled through previous applications and persons interviewed.  Ms. Danielle Beadle will be working approximately 12 hours per week.

 

Interview Questions

Interview questions for the upcoming work shops were given to the Committee.

Chairman LaJoie had no additional comments.

 

Adjourn

Commissioner Kay, seconded by Commissioner Postula, moved it to adjourn the meeting.  On a voice vote, the motion was CARRIED.

 

Chairman LaJoie declared the meeting adjourned at 6:10 p.m.
