MEETING MINUTES

 

August 10, 2005

 

A regular meeting of the Chippewa County Board of Commissioners’ Personnel Committee was held on Wednesday, August 10, 2005 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan.  Chairperson Bernie LaJoie called the meeting to order at 4:00 p.m. with a quorum present.

 

MEMBERS PRESENT:        Bernie LaJoie, Chairman, Ted Postula and Earl Kay (4:35pm)

 

MEMBERS ABSENT:         None

 

OTHERS PRESENT:            Kelly Beaune, Recorder, Lou Murray, Spencer Nebel, Judge MacDonald, Ann McKay and Cecelia Harrison

 

Additions/Deletions to the Agenda

Chairman LaJoie called for additions or deletions to the agenda.  It was moved by Commissioner Postula, seconded by Commissioner LaJoie to approve the agenda as presented.   On a voice vote, the motion carried.

 

Public Comments

Chairman LaJoie called for public comments.  No public comments were offered.

 

Information Items

No additional items were received.

 

Agenda Items: District Court Staffing

Judge Michael MacDonald presented the committee with information regarding future staffing needs; including reinstatement of the position of Deputy Clerk for FY2006 and the need to plan for the replacement of the Magistrate position, because when the current employee separates employment with the County, District Court would need two full time positions to replace the current employee.  The two positions would be Magistrate and Traffic Clerk, the Magistrate position would need to be an attorney, and both job descriptions would need to be rewritten.  The Committee thanked Judge MacDonald for the District Court update.

 

Animal Control

Letter of resignation was received from Animal Control Officer Jen Schoenemann. 

 

It was moved by Commissioner Kay, seconded by Commissioner Postula, to accept the resignation of Animal Control Officer Jen Schoenemann.  On a voice vote, the motion CARRIED.

 

This resignation affected the City of Sault Ste. Marie as they still employee this individual, discussion included access to the shelter, use of the County vehicle, the City of Sault Ste. Marie, already holds a key to the shelter for dropped purposes during non-staffed hours at the shelter, and because of liability the vehicle will no longer be used the City of Sault Ste. Marie.

 

A Chippewa County Animal Control Shelter Volunteer Handbook was presented to the Committee for review and approval.  This handbook will guide all volunteers who give time to the sheltered animals.

 

It was moved by Commissioner Kay, seconded by Commissioner Postula, to accept the handbook as presented.  On a voice vote, the motion CARRIED.

 

Building Inspector

A request was reviewed by the Committee from Building Inspector Anthony Bosley, discussion included how the townships are split; if the splits are fair, and the soil erosion program; possibly seeing if the Health Department or the Soil Conservation District could take over the program.  Mr. Predmore covers 11 townships and Mr. Bosley covers 5, as of July 1, Mr. Predmore had 168 new permits this year compared to 84 covered by Mr. Bosley.

 

It was moved by Commissioner Kay, supported by Commissioner Postula, to increase Building Inspector Jay Predmore to 40 hours per week.  On a voice vote, the motion CARRIED.

 

Negotiations

Letters were received from both POLC units to initiate contract negotiations.

 

Other – Medicare Part D

A support kit from BC/BS was received regarding Retiree Drug Subsidy Medicare Part D program that has a deadline of September 30th.  Discussion followed, with additional information needed, and to have the Controller’s Office follow up with Don Wilson Agency.

 

Chairman’s Comments

Chairman LaJoie had no additional comments.

 

Adjourn

Commissioner Kay, seconded by Commissioner Postula, moved it to adjourn the meeting.  On a voice vote, the motion was CARRIED.

 

Chairman LaJoie declared the meeting adjourned at 5:35 p.m.
