MEETING MINUTES

 

January 19, 2006

 

A regular meeting of the Chippewa County Board of Commissioners’ Building, Grounds and Jail Committee was held on Thursday, January 19, 2006 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan.  Chairperson Kay called the meeting to order at 4:30 p.m. with a quorum present.

MEMBERS ABSENT:                            None

 

OTHERS PRESENT:                             Marilyn McDonald and Kelly Beaune, Recorder

 

Additions / Deletions to the Agenda

Chairman Kay called for additions or deletions to the agenda.  Hearing none, he declared the agenda approved as presented.

 

Public Comments

Chairman Kay called for pubic comments.  No public comments were offered.

 

Agenda Items: Courthouse Annex Issues

The Committee reviewed the mold investigation reports, the reports noted stachybotrys was detected, and that maintenance handled the situation correctly by cleaning with bleach, the spores die readily after released from it mass.  The Prosecutor’s Office has requested an additional air quality test be completed due to red eyes and runny noses.  The cost of the test is approximately $1,110.

 

It was moved by Commissioner Timmer, supported by Commissioner Postula, to approve the limited indoor air assessment with Mackinac Environmental Technology in the amount $1,110, to be completed as soon as possible.  On a voice vote, the motion was CARRIED.

 

It was moved by Commissioner Postula, supported by Commissioner Timmer, to seek bids to repair the Support Coordinator offices, once the air quality testing has been completed.  On a voice vote, the motion was CARRIED.

 

Maintenance staff submitted repair and maintenance needs for the Courthouse Annex that included brick repair, entrance steps, roof leaks and carpet cleaning.  The Committee requested the estimates be sought for these items.

 

The Committee then reviewed the needs of the Courthouse, which included cleaning/replacing carpets, exterior painting, paint/repair offices, replace windows with cracked glass, restoring outside doors, fixing dormer and replacing missing wood in the clock tower and re-finishing wood floors.  Estimates will be sought for these jobs for further review. 

 

The Committee discussed capital improvements of replacing the steps on the north and south side of the Courthouse and the steps at the Courthouse Annex.  Previous estimates were in the $25,000 range, estimates will be sought in the spring.

 

The Committee reviewed the bids for paper products bids from Mussio Janitorial ($1,259), Parker Hardware ($1,475.36) and Gold Eagle Supply ($1,424) were received.  The bids were to include 16 cases toilet paper, 4 cases kitchen roll towel and 32 cases multi-fold towel.

 

It was moved by Commissioner Timmer, supported by Commissioner Postula, to approve the low bid from Mussio Janitorial in the amount of $1, 259.  On a voice vote, the motion was CARRIED.

 

The Committee discussed long term planning and getting the maintenance and upkeep of County Property on a schedule, so that we don’t fall behind anymore than we already are.  District Court Renovations were discussed at length with possible ways to finance the project, calls will be made to Wigen Tincknell Meyer & Associates, to get an estimate based on today’s market for the project, as well as, Wendy Sexton, USDA regarding a 1% loan for the project.

It was moved by Commissioner Timmer, seconded by Commissioner Postula, to adjourn the meeting.  On a voice vote, the motion was CARRIED.

 

Chairman Kay declared the meeting adjourned at 6:19 p.m.
