EQUALIZATION AND APPORTIONMENT COMMITTEE

 

October 4, 2006

 

A regular meeting of the Chippewa County Board of Commissioners Equalization and Apportionment Committee was held on Tuesday, October 4, 2006 at the Chippewa County Courthouse in Sault Ste Marie, Michigan.  Chairman James Moore called the meeting to order at 5:03 pm with a quorum present.

 

MEMBERS PRESENT:           James Moore, Chairman, and Don Cooper,  Scott Shackleton

 

MEMBERS ABSENT: None

 

OTHERS PRESENT:               Sharon Kennedy, Equalization Director, Stephanie Rintamaki, Equalization Department Technician

                                                 

 

Agenda Item:  Approval of the Agenda

 

It was moved by Commissioner Cooper and seconded by Commissioner Shackleton to approve the agenda as presented. 

 

On a voice vote, the motion passed.

 

Agenda Item:  2006 Tax Rate Request .

 

Equalization Director Kennedy presented the 2006 Tax Rate Request and projection of revenues to be produced by said rates.  According to law, each taxing jurisdiction must annually submit a tax rate request before any millages may be apportioned and levied.  It is proposed that the County, after holding its Truth in Taxation public hearing, will levy the following millages in 2006:

 

                        ALLOCATED, OPERATING 5.9314 mills

                        FIRE/AMBULANCE                            .4293 mills

                        ROADS                                                 .9607 mills

                        RECYCLING                                        .5000 mills

                        JAIL                                                      .6000 mills

 

After discussion of the millages and the expiration dates of same, it was moved by Commissioner Cooper, supported by Commissioner Shackleton, that the stated millages be authorized to be levied as authorized by statute.

 

On a voice vote, the motion was CARRIED.

 

 

 

 

Agenda Item:  2006 Apportionment Report

 

Equalization Director Kennedy explained that according to statute, at its October session, the County Board of Commissioners must apportion all millages which will be levied in the County in the current year.  She then presented two proposed Apportionment Reports:  One for regular ad valorem properties and a separate report for the DNR/PILT properties.  She explained that two were presented because the DNR/PILT properties in the county must be taxed at the 2004 tax rates, and therefore a separate apportionment report is required.  The regular ad valorem Apportionment Report is based on the tax rate requests submitted by the various taxing jurisdictions within the county.

 

It was moved by Commissioner Shackleton and seconded by Commissioner Cooper that the Apportionment Report itemizing the 2006 millage rates to be levied against regular ad valorem properties be adopted as presented. 

 

On a voice vote, the motion was CARRIED.

 

It was moved by Commissioner Cooper and seconded by Commissioner Shackleton that the 2006 Apportionment Report itemizing the millage rates to be levied against DNR/PILT properties be adopted as presented.

 

On a voice vote, the motion was CARRIED.

 

Agenda Item:  2006 Millage Report

 

Equalization Director Kennedy presented the 2006 Millage Report with the explanation that the report is simply a compilation of the millages shown on the regular ad valorem apportionment report.  This report is compiled each year by the Equalization Department as a tool for taxpayers to use when estimating tax bills.  No action being necessary on the document, it was accepted into the record.

 

Commission Comments

 

A discussion of the vacant land studies, upcoming projects, and recent state acquisition of several acres of property in Raber Township were discussed.

Commissioner Shackleton, seconded by Commissioner Cooper, moved it to adjourn the meeting. 

 

On a voice vote, the motion was CARRIED.
