BUILDING, GROUNDS AND JAIL COMMITTEE
MEETING MINUTES
A regular meeting of the Chippewa County Board of
Commissioners’ Building, Grounds and Jail Committee was held on Wednesday, April
18, 2007 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan. Chairperson Kay called the meeting to order
at 4:00 p.m. with a quorum present.

Additions / Deletions to the Agenda
Chairman Kay called for
additions or deletions to the agenda.
It was moved by Commissioner Timmer, supported by
Commissioner Postula, to approve the agenda as presented. On a voice vote, the motion was CARRIED.
Public Comments
Chairman Kay called for pubic comments. No public comments were offered.
Agenda Items: Indoor Air Quality
The Committee was updated on
the information collected as part of the assessment by Mackinac Environmental
Technology, Inc. which recommended an increase of air exchange and humidity
levels throughout the garden level during the winter months. Two air
purifiers/humidifiers were ordered.
Mackinac Environmental Technology also recommended that re-evaluation of
the indoor air quality be done, as we now have a base line report to work off
of as, there are no environmental standards for fungal spores and/or other
airborne particulates.
Emergency Access to Windows
A solution to the on-going
problem with the bars on the windows has been requested, as with the snow
removal process in the winter months have caused problems with the bars being
frozen. Removal of the bars continues to be discussed. Soo Welding was previously contacted for
recommendations.
Courthouse Annex landscaping
Two quotes to have the
Courthouse Annex landscaping improved were received and reviewed by the
Committee, no action was taken as the County is still waiting for the appraisal
of the City/County Building, and no monies were budgeted for this project. The quotes were $3,274.93 from Little Man
Services and $7,000 from North-Country Excavating.
Courthouse South Entrance steps
Two quotes for the South
entrance steps of the Chippewa County Courthouse were reviewed by the
Committee.
It was moved by Commissioner Timmer, supported by
Commissioners Postula, to do a RFQ to remove and replace the South entrance
stairs of the Courthouse and to include the option of heating the steps in the
quote. The quote will be reviewed by
Commission Timmer before it is published.
On a voice vote, the motion was CARRIED.
Lawn & Garden Tractor
The Committee reviewed two
quotes for purchase of a lawn and garden tractor with mower deck and snow
blower, using the 1992 Kubota as trade-in.
Skinner’s and Ginop sales responded to our request, with Skinner’s
giving the County three different options. No action was taken and this
replacement will be noted for the 2008 Budget.
Register of Deeds roof
Henry J. Ware provided a
quote for replacement of the roof above the Register of Deeds office, the quote
has a manufactures ten year warranty
that will cost an additional $500; for a total cost of $4,270.
It was moved by Commissioner Timmer, supported by
Commissioner Postula, to approve the quote as presented and to waive the
purchasing policy; sealed bids for contractual
services may be waived on approval of the County Board when it is deemed to be
in the public interest. On a voice vote, the
motion was CARRIED.
A RFQ for the ice protectors
will also be needed but as time is not an issue; the purchasing policy will be
followed.
Courthouse Annex
The Committee received a long spoke of but never
received Service Agreement for ACC Planned Service to maintain the mechanical
heating/cooling system in the Courthouse Annex. The Agreement would cost $1,892.00; no action was taken as the County
spent approximately $400 during FY06 on the Courthouse Annex using ACC on an as
needed basis.
The Clock
Tower Company
The Committee was notified of the request called into
the Clock Tower Company for a free on-sight evaluation for the Courthouse tower
clock.
County
Jail Visitor Seating
The Committee reviewed a compliant letter dated March
28, 2007, benches have been ordered to help remedy the seating issue.
Other
Keith Bumstead Painting was contacted to continue on
with previously discussed paint work, the Chippewa County Clerk’s Office will
be first, the Register of Deeds will be completed once the repairs and
replacement of the roof are done.
Committee and Chairperson’s Comments
The Committee further discussed problems with the maintenance staff not keeping up with their duties; discussion included changing shifts, looking at out sourcing the maintenance and following up with a daily time study to see where time is spent.

by Commissioner Postula, seconded by Commissioner Timmer, to adjourn the
meeting. On a voice vote, the motion
was CARRIED.
Chairman Kay declared the meeting adjourned at 5:15 p.m.
