MEETING MINUTES

June 14, 2007

 

A regular meeting of the Chippewa County Board of Commissioners’ Building, Grounds and Jail Committee was held on Thursday, June 14, 2007 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan.  Chairperson Kay called the meeting to order at 4:30 p.m. with a quorum present.

 

MEMBERS PRESENT:                          Earl Kay, Richard Timmer and Ted Postula

 

MEMBERS ABSENT:                            None

 

OTHERS PRESENT:                             Kelly Beaune, Recorder

 

Additions / Deletions to the Agenda

Chairman Kay called for additions or deletions to the agenda.

 

It was moved by Commissioner Timmer, supported by Commissioner Postula, to approve the agenda as presented.  On a voice vote, the motion was CARRIED.

 

Public Comments

Chairman Kay called for pubic comments.  No public comments were offered.

 

Agenda Items: Emergency Access to Windows

The Committee was updated on the status of the emergency access windows located in the garden level (basement) of the Chippewa County Courthouse.  Discussion included the bars on the windows and the egress provisions.  A price has been sought to change out the existing windows to improve the egress, and ease to accessing the emergency exit if needed. 

 

It was moved by Commissioner Timmer, supported by Commissioner Postula, to remove the bars on the emergency exit windows.  On a voice vote, the motion was CARRIED.

 

Courthouse south Entrance bid summary

The Committee reviewed the four bids received to remove and replace the South entrance steps of the Courthouse.  Bids ranged from $37,500 to $7,100 plus options.  Discussion followed with each bid being gone through and discussed thoroughly. 

 

It was moved by Commissioner Timmer, supported by Commissioner Postula, to accept the low bid of $7,100 to cap existing steps, which was deemed in best interest of the County; with no additional options of heating the steps.  On a voice vote, the motion was CARRIED.

 

Fabrication and installation of roof protection (ROD roof)

The Committee reviewed the three bids that were received to fabricate and install rood protection for the Courthouse Register of Deeds roof.  Discussion followed with the Committee.

 

It was moved by Commissioner Timmer, Supported by Commissioner Postula, to go back to the contractors who bid, and verify the warranty of the previously approved to replace roof by Henry J. Ware, Inc.  On a voice vote, the motion was CARRIED.

 

Courthouse Annex Computer/Telephone room air conditioning

Three quotes were sought to install a stand alone air conditioning unit in the Courthouse Annex’s computer/telephone room on the top floor of the Annex.  This project was again brought forward, during the virus problems, as the group from PC Medics did a general overview of the County’s systems; noting potentials issues.  The Committee reviewed the two quotes; with the high price of $3,180 and the low price of $2,995.  The third quote was declined by the contractor.

 

It was moved by Commissioner Timmer, supported by Commissioners Postula, to approve the low bid of $2,995 from Elliott’s to air condition the computer/telephone room of the Courthouse Annex.  On a voice vote, the motion was CARRIED.

Committee and Chairperson’s Comments

The Committee further discussed the maintenance staff’s time breakdown is approximately as follows, depending on the season: 20 - 25 hours interior/exterior cleaning, 5 - 7 hours on projects, 5 - 7 hours on the grounds; based on thirty-five hours per week.   Maintenance Attendants in the Annex and the City/County building spend 2 ½ hours weekly on the heating/cooling system monitoring of office temperatures, and potential problem areas.

It was moved by Commissioner Postula, seconded by Commissioner Timmer, to adjourn the meeting.  On a voice vote, the motion was CARRIED.

 

 

Chairman Kay declared the meeting adjourned at 5:10 p.m.
