EQUALIZATION AND APPORTIONMENT COMMITTEE

 

October 2, 2007

 

A regular meeting of the Chippewa County Board of Commissioners Equalization and Apportionment Committee was held on Tuesday, October 2, 2007 at the Chippewa County Courthouse in Sault Ste Marie, Michigan.  Chairman James Moore called the meeting to order at 4:55 pm with a quorum present.

MEMBERS ABSENT: None

 

OTHERS PRESENT:               Sharon Kennedy, Equalization Director, Kathy Munson, Equalization Department Appraiser

                                                 

 

Agenda Item:  Approval of the Agenda

 

It was moved by Commissioner Shackleton and seconded by Commissioner Cooper to approve the agenda as presented. 

 

On a voice vote, the motion passed.

 

Agenda Item:  2007 Apportionment Report .

 

Equalization Director Kennedy explained that according to statute, at its October session, the County Board of Commissioners must apportion all millages which will be levied in the County in the current year.  She then presented the proposed Apportionment Report.  She explained that in the past, because the DNR/PILT properties were taxed at the 2004 tax rates, that the county had approved two separate Apportionment Reports; one for regular ad valorem properties and the other for the DNR/PILT properties.  This year, however, the State is not requiring a separate apportionment report for the DNR/PILT properties, so only the standard Apportionment Report need be prepared.  The regular ad valorem Apportionment Report is based on the tax rate requests submitted by the various taxing jurisdictions within the county.  The county’s tax rate request was signed and submitted on July 10, 2007.

 

Mrs. Kennedy also informed the committee that since the EUP ISD is presenting a millage question to the voters of its district on November 6, 2007, it may be necessary to amend the apportionment report should the proposal pass.  EUP ISD covers all of Chippewa, Luce, Mackinac, and part of Schoolcraft counties, so none of those counties’ tax rolls can be calculated until after November 6, 2007.

 

It was moved by Commissioner Cooper and seconded by Commissioner Shackleton that the Apportionment Report itemizing the 2007 millage rates be adopted as presented. 

 

On a voice vote, the motion was CARRIED.

 

 

Agenda Item:  2007 Millage Report

 

Equalization Director Kennedy presented the 2007 Millage Report with the explanation that the report is simply a compilation of the millages shown on the regular ad valorem apportionment report.  This report is compiled each year by the Equalization Department as a tool for taxpayers to use when estimating tax bills.  No action being necessary on the document, it was accepted into the record.

 

Commission Comments

 

A discussion of the vacant land, appraisal, and sales studies, upcoming projects, and recent state acquisition of property in Chippewa County were discussed.

Commissioner Shackleton, seconded by Commissioner Cooper, moved it to adjourn the meeting. 

 

On a voice vote, the motion was CARRIED.
