MEETING MINUTES

May 8, 2007

 

A regular meeting of the Chippewa County Board of Commissioners’ Personnel Committee was held on Tuesday, May 8, 2007 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan.  Chairperson Bernie LaJoie called the meeting to order at 4:30 9.m. with a quorum present.

 

MEMBERS PRESENT:                Bernie LaJoie, Chairman, Ted Postula and Earl Kay

 

MEMBERS ABSENT:                None

 

OTHERS PRESENT: Sharon Kennedy, Jeannie Goeschel, Kathy Munson and Kelly Beaune, Recorder

 

Additions/Deletions to the Agenda

Chairman LaJoie called for additions or deletions to the agenda.  It was moved by Commissioner Postula, seconded by Commissioner Kay to approve the agenda as presented.   On a voice vote, the motion carried.

 

Public Comments

Chairman LaJoie called for public comments.  No public comments were offered.

 

Information Items

No additional items were received.

 

Agenda Items: Register of Deeds

The Committee received and reviewed the notice of retirement from Register of Deeds employee Joan Hooper.

 

It was moved by Commissioner Postula, supported by Commissioner Kay, to except the retirement of Joan Hopper effective June 29, 2007, and to follow AFSCME contract posting of the vacancy guidelines.    On a voice vote, the motion was CARRIED.

 

Equalization

Equalization Director Sharon Kennedy brought two additional requests for tax maps for Pickford and Sugar Island.  The County will be fully reimbursed for the services rendered by No Boundaries Maps and Graphics, and information belongs to the County.  This is the same process used by Whitefish Township which was previously approved by the Board.

 

It was moved by Commissioner Kay, supported by Commissioner Postula, to approve the agreements as presented, approving both Pickford and Sugar Island Township to purchase tax maps through Chippewa County, with full reimbursement from the Townships for the work completed by No Boundaries Maps and Graphics.  On a voice vote, the motion was CARRIED.

 

Central Dispatch

The Committee reviewed the recommendation letter of Director Tim McKee to hire Laurie Swanson full-time effective May 15, 2007, who has completed the County’s on-the-job training program. 

 

It was moved by Commissioner Kay, supported by Commissioner Postula, to approve the recommendation as presented to hire Laurie Swanson to a full-time position of Dispatcher effective May 15, 2007.  On a voice vote, the motion CARRIED.

 

Public Defender

Chief Public Defender Liz Church forwarded correspondence regarding a potential issue with court appointed attorneys, new notice requirement, which must now notify defendants of their right to appeal.  The problem being that an attorney cannot usually handle the Appeal of his own caseload.  The Office also does not receive law updates and appellant issues.  No action was taken, and the issue will be monitored.

 

Circuit Court

The Committee reviewed a requested from 50th Circuit Court to hire a part-time employee from approximately August 1st through November 1st, 2007, to cover a maternity leave.

 

It was moved by Commissioner Postula, supported by Commissioner Kay, to approve the hiring of part-time person for the approximate four month period, with the wages being established following County policy.

 

Other

The Committee received a copy of the new 4-H Coordinators resume for review, as well as, information from Michigan Secretary of State regarding the new Organ Donor Registry.  The Organ Donor Registry information is available if any one is interested.

Commissioner Kay, seconded by Commissioner Postula, moved it to adjourn the meeting.  On a voice vote, the motion was CARRIED.
