A SPECIAL MEETING of the Board of Chippewa County Road Commissioners was duly held in their offices located at 3949 S. Mackinac Trail, Sault Ste. Marie, Michigan on December 14, 2007. 

 

The meeting was called to order at 10:00 a.m.

 

PRESENT:  Commissioners Carr, Holt and MacDonald, Manager Heckman and Office Mgr. Decker.

 

PURPOSE:  To seek public input to develop our 4 year Transportation Improvement Plan.

 

Manager Heckman presented those present with the project list as proposed and amended due to state funding reductions.  All projects listed were on the 5 year plan from last year.

 

Supervisor Gallagher asked why it was dropped from a 5 year plan to a 4 year plan. 

 

Manager Heckman believes it is due to the uncertainty of the federal funding.  Further discussion followed.

 

Questions also arose concerning total funding from previous years and Manager Heckman explained the totals are the same the money is being shifted from one funding source to another to balance.

 

Questions regarding the ’07 totals presented and Manager Heckman stated they are accurate based upon what was spent during the 2007 construction season.

 

It was noted that all the State and Federal monies are estimates and not set in stone.  The numbers presented are subject to both the Federal and State legislatures and the appropriations agreed upon.

 

Questions arose concerning who determined the Federal Aid projects.

 

Commissioner Holt responded that is agreed upon with the townships and that we are only allowed so many miles eligible in our county.

 

 

County Commissioner Moore asked about mileage on the Caribou Lake project and the differences in cost between that and Riverside.

 

Manager Heckman responded that N. Caribou Lake Rd is approximately 8 miles and is just a thin overlay. 

 

County Commissioner Moore also asked about the H-40 project.

 

Other federal aid routes that need to be completed were discussed, specifically Mackinac Trail and 13 Mile Road in Bruce Twp.

 

Mr. Willis questioned total mileage of Federal Aid eligible roads.

 

Manager Heckman indicated there is approximately 350 miles of Federal Aid eligible roads county wide.

 

Mr. Willis also inquired how primary roads were designated.

 

Manager Heckman stated these roads were so classified with the McNitt Act.  Further classifications were developed as the legislation was changed or amended.

 

Mr. St. Peter asked about the work to be done to Mackinac Trail from M-28 to 12 Mile Road. 

 

Manager Heckman stated it will be a mill and joint repair, widening and paved shoulders and is scheduled for 2010.

 

Manager Heckman stated that the Tilson Road project took quite a bit of the funding to complete in turn making the next 4 years more lean than usual.

 

Supervisor Gallagher would like to see 13 Mile Road going on the list for 2012 and Sugar Island would like Homestead on for 2012 also.

 

MOTION by Commissioner MacDonald SECONDED by Commissioner Carr to appoint Commissioner Holt as voting delegate for the Rural Task Force meeting.

 

MOTION CARRIED BY UNANIMOUS ROLL CALL VOTE.

 

MOTION by Commissioner Holt SECONDED by Commissioner MacDonald to accept the projects as presented on the 4 year plan as presented.

 

MOTION CARRIED BY UNANIMOUS ROLL CALL VOTE.

 

Discussion ensued regarding funding for Road Commissions and other governmental agencies and the interdepartmental grants to state agencies other than MDOT.

 

There being no further business to come before the Board it was MOVED by Commissioner MacDonald SECONDED by Commissioner Holt that the meeting be adjourned at 10:38 a.m.
