MEETING MINUTES

March 13, 2008

 

A regular meeting of the Chippewa County Board of Commissioners’ Building and Grounds Committee was held on Thursday, March 13, 2008 at the Chippewa County Courthouse in Sault Ste. Marie, Michigan.  Chairperson Earl Kay called the meeting to order at 3:00 p.m. with a quorum present.

 

MEMBERS PRESENT:                        Richard Timmer, Ted Postula and Earl Kay

 

MEMBERS ABSENT:              None

 

OTHERS PRESENT:                Sheriff Jeff Moran, Jim German, Jon Zander, Bob VanPutten and Kelly Beaune, Recorder

 

Additions/Deletions to the Agenda

Chairman Kay called for additions or deletions to the agenda.

 

It was moved by Commissioner Postula, seconded by Commissioner Timmer to approve the agenda as presented.   On a voice vote, the motion carried.

 

Public Comments

Chairman Kay called for public comments, none were offered.

 

Agenda Items: Jail Expansion

The Committee reviewed several items regarding the jail expansion including the meeting with the City of Sault Ste. Marie.  Items discussed were possible environmental issues with the soil in that area, the maple tree and City police detective parking during the jail addition.  Gundlach Champion and Landmark/Harrison both reviewed with the Committee design development, plans (drawings), and the schematic design evaluation, included in the discussion were potential early bid packages for certain packages. The jail addition will be on the April 17th City of Sault Ste. Marie Zoning Board agenda.  Discussion also included discussion on the soil boring reports from UP Engineers and the site survey being completed by Northwoods Land Surveying.  The discussions concluded regarding the Design-Build Agreement between Chippewa County the Owner and Gundlach Champion the Design-Builder, with several revisions and changes made between the two entities.

 

It was moved by Commissioner Timmer, supported by Commissioner Postula, to approve the Design-Build Agreement as revised by the Owner and Design-Builder and upon final review by Attorney Cannello.  On a voice vote, the motion CARRIED.

 

It was moved by Commissioner Postula, supported by Commissioner Timmer, to approve the Schematic Design Evaluation Report dated March 13, 2008 as presented.  On a voice vote, the motion CARRIED.

 

Sheriff Moran addressed the Committee regarding an upgrade that is needed for the equipment room, as the current wet fire suppression system would ruin the equipment; the Sheriff estimated the cost at $14,000 to install a dry fire suppression system and cap the wet system, as well as, have the new system work with the current notification system. 

 

It was moved by Commissioner Timmer, supported by Commissioner Postula, to bid out the fire detection and dry suppression system for the 20’x8’12 equipment room located at the Sheriff’s Department.  On a voice vote, the motion CARRIED.

 

*Note:  Bids were released on March 21, 2008 and are due back April 8, 2008.

 

 

Agenda Items: Air Quality testing

The Committee was updated on the AFSCME request to re-test the air quality Chippewa County Courthouse basement area.  Previous testing will give a base line to see if improvements have been accomplished with the placement of the two humidifiers in the basement hallway.  Additional equipment may need to be added as the humidity levels appear far too low, from initial testing.  Discussion followed.  Log sheets for the humidifiers will be implemented and a window air exchanger will be sought.

 

Other

A Committee meeting will be held on May 1st at 3:00pm, with Gundlach Champion in attendance.

Commissioner Postula, seconded by Commissioner Timmer, moved it to adjourn the meeting.  On a voice vote, the motion was CARRIED.
